Joyce Pickle is a project manager and research biologist in WEST’s Minneapolis, Minnesota office. Prior to joining WEST, Joyce was an environmental scientist at HDR Engineering, Inc., where she managed environmental surveys and state and federal permitting efforts for transmission and wind and solar energy development projects throughout the U.S.; she also coordinated HDR’s Wind Practice Group. Before HDR, Joyce worked at SRF Consulting Group, Inc., where she conducted wetland delineations and modeled air and noise impacts for transportation projects.
Joyce received a B.A. in Biology from Augustana College in Rock Island, IL and obtained a M.S. in Ecology and Evolutionary Biology from Iowa State University, with studies focusing on wetland and riparian buffer restoration. As an environmental consultant, she specializes in managing the environmental survey and permitting requirements for energy projects throughout the U.S., including high voltage transmission lines and utility-scale wind and solar projects. Some of Joyce’s particular interest areas include project compliance with the National Environmental Policy Act, the Bald and Golden Eagle Protection Act, and Habitat Conservation Plans (per the Endangered Species Act); she also has expertise in working with clients at early stages of project development to identify potential critical issues or fatal flaws from an environmental or permitting perspective.
