David Taylor joined WEST in June 2015 as an environmental scientist focused on National Environmental Policy Act (NEPA) compliance support in our Cheyenne Office. David earned his B.S. in Wildlife and Fisheries Science from Penn State University.
David has spent most of his career involved in natural resources and NEPA in the mid-Atlantic and desert southwest regions. He has performed habitat assessments and presence absences surveys for sensitive species, identified environmental impacts and proposed mitigation to address to impacts and has consulted with various regulatory authorities to advance project goals. David has received formal training in jurisdictional wetland delineations and specific sensitive species survey protocols. Prior to coming to WEST, David worked for an electric utility where he was involved in permitting the first quad circuit transmission line in Arizona.
